The National Council for Curriculum and Assessment (NaCCA) has denied organising, sponsoring or authorising a teacher-training programme with the Confucius Institute at the University of Cape Coast (UCC) to support the implementation of a Chinese language curriculum in Ghanaian schools.

NaCCA said the programme, which has attracted media attention and public commentary, does not represent an official action, partnership or institutional position of the Council.

This comes on the back of a call by the NPP for the removal of Education Minister, Haruna Iddrisu over the controversial plans to introduce Arabic and Chinese in Ghanaian schools without presidential or Cabinet approval.

The NPP also said the Education Ministry and the NaCCA had already taken steps towards implementing the initiative.

But the council, in a statement on Thursday, September 16, 2026, said: “For the avoidance of doubt, NaCCA did not organise, commission, sponsor or authorise the programme at the Confucius Institute, UCC, as an institutional teacher-training programme.”

The Council also said it did not constitute or mandate any delegation to participate in the programme on its behalf.

According to NaCCA, officers of the Council who attended the programme did so in their individual capacities as participants or resource persons and not as representatives of the institution acting under official authorisation.Follow Federal Policy

“Their participation must therefore not be construed as evidence of an official NaCCA programme, partnership, endorsement or policy decision,” it said.

NaCCA said reports suggesting that “NaCCA and the Confucius Institute trained teachers” create an inaccurate impression of institutional involvement and should therefore be corrected.

It stressed that the participation of individual officers in an external professional or academic programme does not, by itself, make the programme an official activity of the institution where they work.

The Council further clarified that the programme should not be interpreted as the introduction or rollout of a new national policy on Chinese language instruction in Ghanaian schools.

“National curriculum policy and implementation are undertaken through established statutory, policy and stakeholder consultation processes and are formally communicated through the appropriate official channels,” NaCCA said.
