NSA Ghost names scandal: State to file amend charges against Osei Assibey Antwi

State prosecutors in the corruption case of former National Service Authority Director, Osei Assibey Antwi, have noted that they will amend the charge sheet against the accused.

Assibey Antwi is standing trial on allegations that he authorised payments of GH¢500,861,744.02 in allowances to more than 60,000 non-existent national service personnel and diverted GH¢106 million from the NSA’s Kumawu Farm Project for his personal use.

He has pleaded not guilty to 14 counts, including causing financial loss, stealing, and money laundering.

During proceedings on Tuesday, February 17, prosecutors told the court that a performance audit of the National Service Authority submitted to the Attorney-General has given rise to the need for the earlier charge sheet to be amended against the former director.

They therefore pleaded for a short adjournment to amend the charge sheet and replace the earlier one.

The case has since been adjourned to Tuesday, February 25, to enable the prosecution to amend the charge sheet and for the plea of the former NSA Director, Osei Assibey Antwi, to be retaken.

The former National Service Authority Director was first granted GH¢800 million bail on October 30, with Justice Kizita Naa Koowa Quarshie ordering that he provide six sureties, each backed by landed property.

His lawyers, however, applied for the terms to be varied after he failed to meet the conditions.

In December 2025, the court subsequently reviewed the bail conditions to GH¢120 million with two sureties, down from a previous GH¢630 million reduced bail term.
