Tolon, Northern Region – The confirmation of the newly appointed District Chief Executive (DCE) for Tolon hangs in the balance, as mounting tensions erupt over a controversial political standoff involving traditional authorities and key political actors.
Reports indicate that Dr. Osman Damba, a prominent political figure, has been banned from entering Tolon town a move that has triggered sharp criticism and heightened political and traditional unrest in the area.

In an effort to clarify the matter, a delegation from the New Patriotic Party (NPP), led by the Constituency Chairman, visited the Nyankpala Chief. During the engagement, the Chief confirmed that he had discussed the situation with Dr. Damba and had authorised him to relay a directive to the DCE nominee, intended for the Member of Parliament (MP) and former DCE of Tolon.
This directive, which seeks to restrict the movement of certain political figures, has drawn widespread condemnation. Critics argue that it contravenes the fundamental principles of justice and the rule of law. The situation is further complicated by an ongoing investigation into a violent incident in Nyankpala, being conducted by a committee commissioned by the President.

“Until the presidential committee completes its work, no individual or group has the moral or legal authority to curtail the movement of any Ghanaian citizen, including the Honourable MP and the former DCE,” a statement from the Concerned Youth of Tolon read.
The group further accused the Nyankpala Chief and Dr. Damba of aligning with politically motivated actors and disrespecting both the peace process and the authority of the President’s investigative committee. Of particular concern is the Chief’s alleged refusal to grant audience to a delegation of traditional elders sent by the Paramount Chief of the Tolon Traditional Area (Tolon Naa) to mediate the growing conflict.
“This blatant disregard for traditional protocols has not only disrespected the Tolon Naa but has also infuriated the youth in Tolon,” the statement continued. “The actions of the Nyankpala Chief are being perceived as a direct affront to the peace and stability of the district.”
In light of the escalating tensions, the Concerned Youth of Tolon has issued a firm warning. They claim that if the ban on the MP and former DCE is not reversed and a formal apology issued to the Tolon Naa, they will prevent the Nyankpala Chief and Dr. Damba from entering the Tolon Traditional Area.

With the DCE confirmation ceremony imminent, the group is calling for the District Security Council (DISEC) to take urgent steps to:
- Reverse the alleged unlawful ban on the MP and former DCE.
- Caution the Nyankpala Chief and Dr. Damba against any further inflammatory actions.
- Facilitate a reconciliation process between the traditional authorities of Tolon and Nyankpala to restore peace and cohesion.
The Concerned Youth of Tolon have also declared their opposition to any attempt to proceed with the DCE confirmation in Tolon Town until the dispute is amicably resolved.
“We are raising this early warning in good faith to prevent any outbreak of violence. Should peace be breached, we will not take responsibility, as we have clearly sounded the alarm,” the group concluded.
As tensions simmer, all eyes remain on DISEC and other stakeholders to de-escalate the situation and safeguard the peace, development, and dignity of the Tolon District.
