Constitution Review Committee advances in National consultations with stakeholders and eminent persons

Accra, May 17, 2025 — The Constitution Review Committee (CRC) has marked significant progress in its nationwide consultation process, completing three months of extensive public engagement as part of its mandate to review Ghana’s 1992 Constitution.

According to the Chairperson of the Committee, Prof. H. Kwasi Prempeh, the 8-member team has so far conducted 12 Thematic Stakeholder Engagements, 5 Identifiable Interest Group Engagements, and 8 Eminent Person Engagements, with all thematic and interest group sessions live streamed for public accessibility.

The Thematic Stakeholder Engagements have covered a wide range of constitutional issues, including:

  • Land and Natural Resources
  • Local Government and Decentralization
  • Public Services and State Enterprises
  • Independent Constitutional Bodies and the Council of State
  • Political Transitions
  • Political Parties
  • The Executive and Legislature
  • The Judiciary
  • Rights, Gender, and Youth
  • Public Finance and Economic Governance
  • Anti-Corruption

Two outstanding thematic areas—Chieftaincy and Citizenship—are yet to be addressed.

The Committee has also held cross-thematic consultations with various Identifiable Interest Groups such as:

  • Business and Labour Organizations
  • Academia and Professional Bodies
  • The Military, Police, and Other Security Services
  • The Media

Further engagements are scheduled with traditional authorities and religious bodies.

As part of its Eminent Person Engagements, the Committee has interacted with several high-profile national figures, including:

  • H.E. John Dramani Mahama (Former President)
  • H.E. John Agyekum Kufuor (Former President)
  • Rt. Hon. Alban Bagbin (Speaker of Parliament)
  • Prof. Mike Ocquaye (Former Speaker of Parliament)
  • Justice Sophia Akuffo (Former Chief Justice)
  • Sam Okudzeto (Former Council of State Member)
  • Nana S.K.B. Asante (Chair, 1992 Constitution Drafting Committee)
  • Nana Ato Dadzie
  • Prof. Kwamena Ahwoi

Additional engagements with other eminent Ghanaians are in the pipeline.

To broaden public participation, the CRC will soon embark on Zonal Public Engagements across key cities including Accra, Wa, Bolgatanga, Tamale, Sunyani, Kumasi, Koforidua, Cape Coast, Takoradi, and Ho.

A special online consultation with the Ghanaian diaspora is also planned. Specific dates for these events will be announced soon.

In a bid to reach the youth and digital-savvy public, the Committee will hold an X Space (formerly Twitter Space) conversation on Monday, May 19, 2025, at 7:00 p.m., hosted by renowned influencer Kaly Jay.

Prof. Prempeh reiterated that the Committee continues to receive and review written submissions from individuals, civil society, and institutions.

The ongoing review seeks to reflect the aspirations of Ghanaians and address institutional, governance, and legal challenges within the framework of the 1992 Constitution.
