Communications Minister seeks Attorney General’s opinion on key contracts

Accra, February 12, 2025 – The Minister for Communication, Digital Technology, and Innovations, Samuel George, has officially sought legal guidance from the Attorney General, Dominic Ayine, on key contracts signed by his ministry, in line with the government’s commitment to transparency and accountability.

In a media advisory released today, the Ministry disclosed that the Minister had written to the Attorney General requesting a legal opinion on the terms, compliance, and viability of contracts related to public-private partnerships.

Specifically, the Minister is seeking advice on the commercialization of the e-Government Infrastructure Contract awarded to Lebara Ghana Ltd and Smart Infraco Ghana Ltd.

Additionally, he has called for legal scrutiny of the Design, Development, and Implementation of a Common Platform for Traffic Monitoring, Revenue Assurance, Mobile Money Monitoring, and Fraud Management, a contract awarded to Kelni GVG Ltd.

“This is the first phase of legal reviews of contracts signed and executed under the Ministry. The public will be notified of the responses from the Attorney General and any subsequent action,” the statement read.

The move aligns with President Akufo-Addo’s zero-tolerance policy on corruption and value-for-money principles in public-private partnerships. It also comes amid growing public interest in government contracts involving digital infrastructure and financial oversight.

Industry experts believe that the legal review could have implications for future government contracts, particularly in the digital sector, where concerns over transparency and accountability have been raised in the past.

The Ministry has assured the public of full disclosure once the Attorney General provides his legal assessment of the contracts.
