Energy minister visits TOR, GRIDCo, orders probe into dubious TOR handover deal

The Minister for Energy and Green Transition has undertaken a working visit to the Tema Oil Refinery (TOR) and the Ghana Grid Company (GRIDCo) as part of efforts to assess and enhance the performance of agencies under his ministry.

During his visit to TOR, the Minister inspected ongoing upgrading works and reaffirmed the refinery’s strategic importance to Ghana’s energy security and industrial development.

He however, expressed concern over the persistent leadership instability that has slowed the refinery’s progress over the years.

“I am encouraged by the significant progress made in the last nine months and urge management to sustain the momentum,” he said.

The Minister further tasked TOR’s Managing Director, Mr. Edmond Kombat, and his team to develop innovative and sustainable strategies to improve operational efficiency and resilience.

He also disclosed that the previous administration had secretly handed over TOR to a private company for just USD 22 million in a transaction that “lacked transparency.”

The matter, he revealed, has been referred to the Attorney-General for advice and appropriate action.

The Minister further announced plans to collaborate with the Minister for Roads and Highways to improve access roads within the Tema industrial enclave, a move expected to enhance logistics and operational efficiency for industries in the area.

At GRIDCo, the Minister expressed concern over the company’s declining financial position, noting that the once financially robust institution could no longer execute major projects independently.

He charged GRIDCo’s management to “take bold steps to restore the company to its former glory,” stressing that its stability is crucial to the reliability of the national transmission system and to the success of government’s 24-hour economy policy.

The visits, the Minister stated, form part of a broader government agenda to modernise Ghana’s energy institutions, strengthen governance, and drive innovation in line with President John Dramani Mahama’s vision for a resilient, secure, and future-ready energy sector.
